I.  DESCRIPTION OF SERVICES


Texas Health and Human Services Commission requires the services of 2 DevOps Engineer 3, hereafter referred to as Candidate(s), who meets the general qualifications of DevOps Engineer 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

Works with IT developers to facilitate better coordination among operations, development, and testing functions by automating and streamlining integration and deployment processes. DevOps aims at coupling a tighter alignment between IT operations and businesses.

 

The Department of Information Resources (DIR) requires the services of one DevOps Engineer 3, hereafter referred to as Worker, who meets the general qualification of DevOps Engineer 3 and the specifications outlined in this document for the above-named customer. 

As a key member of the DevSecOps team, this DevOps Engineer 3 will (a) Develop, review, modify, and enhance CI/CD principles, (b) Install, configure, and maintain CI/CD tools & platforms, (c) Develop and maintain CI/CD pipeline configurations, (d) Automate processes, and (e) Develop, monitor and optimize Batch Jobs and Operations. 

 

In addition, this DevOps engineer will be assigned to install, configure, build and deploy applications in support of Eligibility Supporting Technology applications. This position is central to ensuring these applications and services remain current across all development, test, training, and production environments. 

 

This DevOps engineer will also provides environment triage support. This responsibility includes both workday and night/weekend on-call support for all development, test, training, and production environments. This service helps maintain high availability for developers, testers, trainers, and production end users. 

 

This position works under minimal direction with considerable latitude for the use of initiative and independent judgment.

 

Roles and Responsibilities:

1. Develop, monitor and optimize Batch Jobs and Operations.

2. Analyzes the technology currently being used and develops plans and processes for improvement and expansion. 

3. Implements and enhances an advanced CI/CD solution. Develops, codes, tests, builds, installs, configures, and maintains IT solutions.

4. Analyzes processes, and deployments and proposes improvements to streamline code deployments and minimize errors.

5. Uses configuration management software to automatically deploy updates and fixes into the various production & non-production environments.

6. Documents processes and procedures.

7. Support Production and Non Production related activities and issues.

8. Support releases and sprint related activities.

9. Provide enterprise level solutions for existing automation in place while developing new solutions.

10. Develop proposal plan for approval.

 

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:

Years Required/Preferred Experience
10 Required Experience automating “full-life cycle” of complex enterprise IT env. using IaC, CaC & CI/CD tools integrated into 1 unified solution supporting standup of new env or frequent mod to existing env in areas such as IBM WebSphere, MQ & Oracle products, AWS
10 Required Designing and Implementing automation solutions for scalability, repeatability and recoverability
10 Required Proven ability and experience designing and implementing advanced automation solutions using tools such as Terraform, Terragrunt, Ansible Automation Platform, Github actions, Jenkins, Liquibase etc.
8 Required Experience with one or more programming/script languages such as Python, GoLang, Shell, Ruby, bash, shell, Perl
8 Required Experience with Containers and Container orchestration Kubernetes platforms such as PODMAN, docker, EE/OpenShift/Rancher And packaging tools such as Helm Charts and Kustomize
8 Required Experience with Linux and Windows operating systems
8 Required Experience designing and implementing solutions using AWS Well-architected framework
8 Required Excellent written and verbal communication skills
5 Preferred Development experience using Java, J2EE, Java Spring Boot, EJB, JSP, JSF/Struts, (JavaServer Faces, Apache Struts Framework), XML is a significant plus
5 Preferred Experience with WebSphere ND, MQ, Oracle, Java, SQL tools (PL/SQL developer, SQL plus), LDAP, Splunk, Dynatrace.
 
III.  TERMS OF SERVICE
 
Services are expected to start 01/20/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1550 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 1609 Centre Cr Dr., Austin, Texas 78613. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
 
V.  OTHER SPECIAL REQUIREMENTS

TERM OF SERVICE (Required)

Services are expected to start on or around January 20, 2025 and are expected to completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1,550 hours for FY25.

 

Initial Purchase Order Term:

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

 

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

 

WORK HOURS AND LOCATION (Required)

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be 1609 Centre Cr Dr., Austin, Texas 78613.

Position will be remote. Program will allow candidates who are within the state (Any location within the State of Texas).

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker’s and/or Vendor’s expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
